    The purpose of this position is lead the planning, development, and implementation of continuous quality assurance / improvement and regulatory compliance efforts within all Rise service lines. The Director of Quality Assurance works collaboratively with other program leaders to identify and implement procedural enhancements and quality improvement measures regularly.

    Responsibilities

    • Maintain working knowledge of licensing, regulatory, and quality standards (e.g. 245D, CARF, EE, IPS) and, in collaboration with program directors, identify corresponding quality indicators, measures, plans and tracking systems.
    • Implement and oversee program evaluation / outcome measurement systems. Work with program leaders to develop, monitor, and measure outcomes. 
    • Prepare periodic QA compliance reports.
    • Manage processes for collecting and reporting satisfaction of persons served and stakeholders.
    • Provide leadership and oversight for the incident reporting and investigation processes. Conduct (and/or provides consultation with) investigations in the areas of suspected maltreatment of vulnerable adults, grievances of persons served, emergency use of manual restraints, rights restrictions, Ombudsman reports, and other incidents as assigned.
    • Develop and oversee case review process to address regulatory compliance and quality issues.
    • Develop and implement practices to ensure data integrity within CareDirector and other management/data collection tools and databases. 
    • Provide leadership within various QA or compliance-focused committees (e.g. Data Practices, 245D, Wage and Hour).
    • Ensure Extended Employment program compliance and coordinates annual EE compliance audit.
    • Ensure Ticket to Work program compliance and completion of the annual T2W APOR (annual performance outcome report).
    • Conduct or coordinates other periodic compliance and quality assurance audits as needed.
    • Service as Rise’s Privacy Officer, overseeing all activities related to the development, implementation, and maintenance of privacy policies in accordance with applicable federal and state laws.
    • Ensure prevailing wage surveys are completed on an annual basis. Work with program managers to confirm that DOL standards are followed.

    Qualifications & Benefits

    Qualifications:

    • Bachelor's degree, with emphasis in rehabilitation, social services, or education, with a minimum of 4 years successful supervisory experience overseeing programs for persons with disabilities.
    • Strong written and verbal communication skills
    • Strong organizational and analytical skills; with high attention to detail
    • Strong interpersonal skills
    • Must meet the qualifications required of MN 245D statute’s Designated Coordinator and Designated Manager roles
    • Strong understanding of CARF, 245D and other regulatory standards in disability services field
    • Experience developing procedures and standards
    • Technology skills: Proficient with Microsoft Office software (Outlook, Excel, Word, etc.). Willingness to learn case management software system and become proficient.
    • Must pass DHS and other background checks as required by law and Rise, Inc.
    • A valid driver’s license and a good driving record are required
